    Municipal governance in India has existed since the year 1687, with the formation of Madras Municipal Corporation, and then Calcutta and Bombay Municipal Corporation in 1726.

    After the 74th Amendment was enacted there are only three categories of urban local bodies: Mahanagar nigam (municipal corporation) , Nagar palika (municipality), Nagar panchayat (notified area council, city council)

    The Balwant Rai Mehta Committee, headed by MP Balwantrai Mehta, was a committee appointed by the Government of India in January 1957, The committee recommended the establishment of the scheme of ‘democratic decentralisation’ which finally came to be known as Panchayati Raj. The recommendations of the committee were approved by NDC in January 1958.

    Establishment of a 3-tier Panchayati Raj system - Gram Panchayat at the village level, Panchayat Samiti at the block level, and Zila Parishad at the district level.

    The panchayat raj system was first adopted by the state of Rajsthan in Nagor district on 2nd Oct 1959. The second state was Andhra Pradesh.
